I attended JIU (http://www.jonesinternational.edu/) for my business communications certificate back in their earlier days, and thought it was a great experience. I'd do it again like a shot...but they're very expensive, fair warning.
As with all distance learning, the student MUST be really motivated, or it won't work out at all well.
